A month ago, we raised the issue near the «Zhaksy» store, where groups of intoxicated individuals gathered. At that time, the situation improved briefly: for several days, the area was quiet. However, the problem has resurfaced. Once again, people stand in front of the store with outstretched hands, blocking passersby and persistently demanding money.
This situation not only causes inconvenience for residents but also directly threatens public safety.
The President of Kazakhstan has clearly emphasized the principle of «Law and Order.» Yet, as the reality in Kokshetau shows, this principle is far from being fully implemented. Meanwhile, the legal framework for police action already exists. According to the Code of Administrative Offenses of the Republic of Kazakhstan:

Being intoxicated in a public place is grounds for a warning or a fine;

Petty hooliganism (disturbing public peace, harassing citizens) can result in administrative arrest ranging from 3 to 15 days.
In other words, the necessary legal tools are in place. The real issue is that they are not being applied. If police fail to take proper action, intoxicated individuals will continue to gather in the same spots, creating risks for the community. Residents already admit they are afraid to let their children go alone even to nearby shops or schools.
This is not mere «petty hooliganism,» but a systematic violation of public order. Responding to it within the framework of the law is a direct responsibility of the police.
The President’s words must be put into practice not for just a few days, but every day. Otherwise, the proclaimed principle risks remaining nothing more than an empty slogan.
